One of the distinguishing features of a modern pluralistic democracy is its multi-dimensional nature. In its positive profile, it is characterized by democratic good governance which offers among other things, the creation of an environment for the respect for the rule of law and human rights, massive participation of the citizens in the decision making process, promotion of mutual tolerance, accountability and transparency, mitigating corruption, ensuring decentralization, freedom of the press and access to information, ensuring efficient service delivery, free, fair transparent and violent free elections, promoting a vibrant civil society and a private sector, gender parity, job creation, ensuring that the security forces are under civilian control etc. Such an environment will not only create the foundation for socio-economic and political development but also the most preferable governance system when compared to either totalitarian or authoritarian systems.
